Dear UPI Members:

Please save the date and secure the time for the first membership meeting of this academic year: Thursday 9/3 at 3:00 in the Lower Level Library Classroom.

We will discuss the university’s compliance with the state law that we report our time, and run through various scenarios on what this means for tenure track faculty and librarians.

We will also want to spend some time discussing the direction of the University. You will get updates on implementation of the new contract, and on grievance and legal proceedings under way.

Generally, I’m concerned that a culture of accountability doesn’t extend up through the administration. But what is the union’s role? I’m really asking here: what do you think?

RE: Faculty Time Report
Each year, public universities are audited by the State of Illinois for compliance with statutes, rules and other regulations governing the operation of the institution. For a number of years, the public universities all received an audit finding that they were in violation of the State Officials and Employees Ethics Act (PA 93-615, Sec. 5-15). While A&P personnel have been completing time reports for eight years, the public universities have recently begun to implement time reports for full-time faculty. Northeastern must now do the same.

Effective August 16, 2015, each Teaching Professional and Resource Professional will be required to complete a time report each month and submit it to her/his Department Chair. It will be the Chair’s responsibility to submit the time reports to Human Resources (c/o HR Payroll).

Completing the Faculty Time Report
Both a fillable Excel version and a PDF version for monthly use are available in NEIUport. The time reports can be found in the “Employee” tab, in the “Employee Resources” channel, under the headings of “Time Sheet,” then “Faculty Time Reporting.”

It is expected that each Teaching Professional and Resource Professional will account for approximately of 37.5 work hours per week, to the nearest quarter hour (exclusive of lunch). These hours are reported in the first column (Worked Time).

There are 10 types of leave with codes indicated on the right side of the form. Appropriate LEAVE time must be recorded. For example: when the University is closed for a holiday such as the 4th of July, a faculty member must report 7.5 in the LEAVE hours column and HOL in the code column; when the University is closed due to adverse weather, a faculty member must report 7.5 in the LEAVE hours column and EMC in the code column. Faculty members must report sick time as 7.5 LEAVE hours, with the code SPH.
